No "Bachelor Arms" Quest
I thought the same thing with mine, I had a look at the walk through in the FAQ sticky... you'll find the steps you need to follow there. I can't remember off the top of my head though sorry.

if I remember correctly, u need the Noiseland Aracde for it 1st, then Bart and Milhouse do theres, then Marge will trigger build the Bachelor Arms
