I figured it out! I took your lead and found the oldest locked building (lvl 44) and looked up the previous content update. And lo and behold, it's the one Krustyland quest I've had mouldering in my taskbook (must be why I quit, I don't care about KL :D). I just assumed they weren't connected! Hopefully once I complete that, all the other buildings will start to unlock in order.
