Phase 2:
After you finished the criminal questline you get a quest which introduces you to the next phase:
If you haven't finished the first phase prizes you can still get them as long as you haven't the following quest:
Reinforcement:

Make wiggum patrol springfield - 8h
Once finished you start phase 2 and leave phase 1:
How to earn badges:
Police badges can be earned by protecting buildings and whacking criminals. Don't forget to send out the mafia to friends towns.
1 criminal spawns every 5m and gives you 2 badges. Protecting a building takes 4 hours and earns 5-25 badges or 1-2 donuts.
Changes:
stolen car will earn 200$ & 20xp every 12h
Prizes:
1. Cop Marge skin
used in main questline
2. Police Motorcycle
Earns 5 badges every 4 hours
3. Springfield Police Academy + Springshield homer
used in main questline
4. Springshield Carl and Lenny
used in main questline

Story:
Marge & Police Connection:
After Marge experience with Dwight she wants to become a cop. She gets trained (just like you!).
After a while she can't take it and homer saves her.
Springshield:
Homer saved marge and gets trained in the police academy by wiggum. Chief Wiggum fails while training homer and so homer becomes chief of police. Together with lenny and carl he creates springshield and catches criminals.
But after a bad time with fat tony homer resigns and everything is back to normal.
Lisa: But what about the criminals? They are still here!
Homer: EVERYTHING WAS BACK TO NORMAL!
Message: Catch the criminals while you can to unlock more prizes!
Homer: Oooh freemium stuff
Reward for completing the events main questline: 20 donuts.
