Its against the Terms of Service. And from what I can see, if your violation is discovered, the punishment for giving away your town that you no longer want is that EA takes away your town that you no longer want. Oh, and probably your right to play other EA games, so ...
Having money exchange hands might be a little stickier. For all I know, you'd end up in a supermax prison. You'd be someone's b_ _ c h by dinnertime.
Naturally, I am vehemently opposed to any violation of rules or laws. :)
