Problem with "Little Wiggy" quest for Wiggum house

I can't build it because it is greyed out. The blue info bubble says requires level 26 and "This Little Wiggy pt.1" which I cannot get to run. I purposely left all of my characters to roam the streets not doing any jobs over a night's time and the quest never triggered.
