Question about rewards for visiting friends towns...

I have been a player since day 1 and have been wondering something lately, but wasn’t sure how to google the question. So I was wondering with this event specifically, I have noticed I can visit 15 friends before I can no longer get event rewards, (i.e. wands and what-not) and was wondering is that the same for everyone or is it based off the number of friends you have? I noticed the last event it was 10 friends and I haven’t added any friends since then. So I just wondered if it is related to your number of friends. I used to have nearly 100 but after dropping people a few months back I guess I have 50-60 now...
