EA doesn't pay attention to many non-taskable characters. Not many players demand them so EA doesn't bother re-releasing them.
Here's a list of other rare characters:
- Candy Cane Kevin
- Frink's Pet Dog
The dog can fit under the Season 24 Yard Sale category. But Kevin's a good one for the list!
