I finally decided it's best to just buy the training walls. In my opinion, they are the easiest thing to hide.

Also - it's my understanding that there are two ways that graffiti lowers your rating. One is by receiving graffiti and not cleaning it up in a timely fashion. The other is to leave graffiti in your neighbor's town. I've had to buy more training walls because I like being a good neighbor and leaving graffiti in my neighbor's town so they can earn extra FP.
