Righteousness is glitchy & sometimes doesn't work properly - hence when you get it reset down to 0 again.
The Jail, SWAT Van, Police Station and Training Wall all give 10pts to Righteousness. At the top level, you need 173pts to 5* it - so if you have 15+ Training Walls (and the other 3 main buildings) you should be right, regardless of how much Sideshow Bob roams or graffiti is left.
*Also - character tasks do not affect righteousness.
