I thought this too, and then I redid my town. Now my Town hall is the first thing seen when entering the town, and Moe's, the school, and the police station all surround it, yet I still find times when people hunt out a Kwik-E-Mart or the Simpson's House. For some reason some people are just against vandalizing.
With that said though, I found by designing my town like that I get a ton more graffiti than I used to, so even when my Righteousness drops, I can bring it back up pretty quickly.- Today I have been cleaning the graffiti as normal (thanks to friends who seek the graffiti out a like others it really annoys me when the buildings are clean and the Simpson or brown house has the handshake above it)
Anyway, was on 5 stars and it just dropped back to 1 1/2 now. Has done this for the last few days too. I don't mind it slowly dropping down if you haven't done any cleaning but stars disappearing for no reason is irritating.
Just hope my friends spray paint my town - it is good TSTO etiquette.
Happy to add friends who follow this rule and have a town that they take pride in and arrange nicely. - For the record, righteousness during coin collecting season is gonna be right difficult to raise
- Just rearranged so school and police station are the first things you see when you open my town, so here's hopin' it gets me some more graffiti.
If you're my neighbor, please vandalize me! :D - Good idea. I don't have Snake yet (have only been playing a month, so am still at Luigi's build) but will keep that in mind when I get to that point. And also plan on putting Town Hall right by school, police station, and Moe's to encourage vandalism.
Great suggestions on these boards. They're serving to further fuel the obsession. :)

Updated 1/1/13: Reorganizing my Springfield worked! My Righteousness score jumped 4 stars overnight, thanks to my wonderfully delinquent neighbors. Love the graffiti! Thanks, guys! - I'm having this issue too. It jumps between 1 and 5 stars all the time, and it doesn't seem to matter how clean my town is or who's on the street.

<Graffiti in your town seems to negatively affect your righteousness rating but cleaning it up restores your rating very quickly in your town, and you get 1/2 a point back for each piece of graffiti you clean up in your friends towns. Also leaving graffiti in friends towns should cause your rating to drop (although some players have reported that it increases the rating, which seems to be a glitch).>
I personally don't like receiving graffiti... I notice that my rating drops when my buildings get vandalized too often. Therefore I don't graffiti others cos I assume they don't want their ratings to drop. I do notice that when I clean up graffiti in my town or others its goes up real quick.
Also just be thankful that people visit your town. It seems petty to whine about what buildings they tap on - Plus I should mention that by adopting this strategy my 5 star rating hasn't even dropped once for the past two weeks
- Sideshow bob - I always try to catch him as fast as I can because I think the longer he's around,the faster my righteousness rating will drop. But dammit he's so hard to catch sometimes! Too many buildings and deco to hide behind. Plus I much rather see him as a playable character. Gil too.

I keep Snake in Prison Constantly! There no point for him to be on the streets anyway as Wiggum would catch him :lol: But keeping him in the slammer normally sorts it all out :) I don't have to send anyone else there, but as Mr Jay Kay says this may work for people :D
