Rod And Todd Question

My experience with a quest stalling was I believe due to not building a certain building. Back in level 30, I couldnt get Hermans quest to start and I did not want to build (I think) Pimento Grove because I didnt have the cash and the building is not associated with any task. Eventually, I built the building and the quests started again.

Do you have any buildings you have not yet built?
