I have “found” him in a neighbors SF three times, and still don’t have in my 4th town. All three times he stopped running fast, put his hands behind his back and I got money and exp. immediately went back to my SF, not there.

Finding SSB in OS has no impact at all for triggering the flaw and order quest line, that only helps when you have the quest line active in your task book.

Are we sure? I really used the Bob trick a lot to earn extra cash and I mean a lot of extra cash and I was the first to get Bob. So I say it couldn't hurt.
This is interesting. I'd be willing to test this out when I have some extra time. At the very least I'd wind up with some extra cash.
I'm just wondering how I should go about doing such a test. Should I go back to my town to look for him every single time I catch him in OS? Or maybe after 20 times? 50?
Also, do you get a message if he appears in your town or do I need to just look through my whole town every time I check if he's there?
My understanding is that you'll get a message at the top of the screen that says he's loose in your town (similar to the "no more robo funzos" message), but someone who's actually seen him in their own town will hopefully confirm.
I can confirm that you get a message that he is in your Springfield, I believe from Wiggums. I think it shows up both ways, in a black bar at the top of the screen and/or with a pop up of Wiggums face. You are told to find him three times.
DROP EVERYTHING AND LOOK FOR HIM!
He is moving fast and may disappear for months if you don’t get him then. Once you hit him in your Springfield, you can finish him off in OS, I recommend going back and forth to OSKL in between catches.
