Cecil automatically is unlocked if you have either;

1) 10 million dollars (or more) in in-game cash

thanks, figured igc triggered Cecil but wasnt sure how much. It was the first time i had millions in my crawl game so that was a milestone for my crawl!

Ive been lvl 939 for almost a month. SS Bob just showed up today. Random as usual....

So today I had to pause midway through a 4-hr collection cycle. When I came back to my game, I got the "you didn't save your progress on your other device and you may lose progress" warning. Totally confused, I nervously went into my game and saw I had 50 more donuts than before. I cleared a couple of ruffians and then suddenly my screen shot across the map to reveal...Sideshow Bob!!! I didn't get the unlock screen (and never played through the questline "Flaw and Order" at all), but his quest for his Victorian House started, so I put him on that and then his questline "Rake it to the limit..." came shortly thereafter. So, it seems EA must have gone into my game, directly added SSB, and added 50 donuts for my 3-week struggle with customer service. I'll write up a few tips and lessons learned on this whole ordeal at some point later today with the hope of helping others in the future. Thanks to all of those who offered advice and encouragement along the way!!

WOO-HOO! Congratulations! :D :D :D :D :D I hope you enjoy finally having Sideshow Bob.

Tips for Getting Sideshow Bob:

1. Make sure you read through all of the "normal" tips and tricks for triggering a stuck questline and try them all first. SSB may not trigger immediately for you, but in the long run you'll be a lot better off if one of the usual methods works and you don't have to contact EA support.
2. Assuming you are comfortable explaining the problem in English, ask for a callback during normal business hours in the United States. It doesn't mean you'll necessarily get a native English speaker, but it does help.
3. Request the callback specifically for technical support for missing content and insist that either (1) the questline be triggered and force-finished or (2) SSB be directly added to your inventory. Be polite but firm.
4. Explain that you have met all of the requirements for SSB to appear and that you have tried all of the usual tricks to trigger the questline. Recite a few of them to make it clear you know what you're talking about.
5. Be prepared to be read a script that only repeats some of the tips. This is what EA relies upon when they don't have sufficient knowledge to really answer your questions. If it seems helpful to insist the case be referred to the Studio Group, do so. If not, don't be afraid to just hang up and request another call.
6. You'll never get the same tech team member again, so either make it count with someone helpful or don't be afraid to take a chance that the next tech team member will be better. Don't get discouraged.
7. Allegedly, only the Studio Group specialists have the tools to add SSB for you, but you can't talk to them directly. (Some of this may have changed from others' experiences in the past when they seemingly got SSB directly from tech support). Assuming this is true, focus on being polite and making the tech team member a friendly advocate on your behalf.
8. Be prepared to be told your case is under review and to wait, but don't be afraid to follow up regularly.
9. If you've spent money on the game, add it up and be prepared to politely point it out while noting your frustration and disappointment that this problem has been known for several years yet never resolved. Note that as time passes and your personal request remains unresolved, this approach becomes increasingly effective. EA does not want to lose any players, especially the ones spending money.
10. Keep track of your interactions with EA personnel and be prepared to recite the number of interactions, when they started, your perception of how helpful/unhelpful other reps have been, etc. The more facts you can share to present yourself as having been polite and patient while still receiving subpar help, the more likely each new rep will be to put in extra effort to help you.
11. Last but not least, don't be afraid to resort to emails with your case number included. EA controls the written record of your calls, so use these emails as your own written record.

Good luck and be prepared to wait a few weeks but to finally get SSB in the end!!

Another words, EA still doesn't have any idea how a new player can get Sideshow Bob, but if you complain loud enough and often enough, they will give you 50 donuts and give you Sideshow Bob in your town.

Or they gave him 50 donuts as a sorry for all the problems and having to keep contacting support for help and by pure random chance the Side Show Bob quest line triggered itself like it does lol.

I've edited my post above for clarity. When I said his "initial questline" before, I meant the one where he starts by spying on the Simpsons and ends by stepping on rakes, NOT "Flaw and Order" where you have to capture a non-playable version 9 times to then get the playable version.

For further clarity that the issue was ultimately resolved by EA, not random chance, here's the email I received about an hour later. Again, to be clear, the quest being mentioned below is "Rake it to the Limit". The "Flaw and Order" questline was completely bypassed.

It's frustrating that you are experiencing this issue for your Simpsons Tapped Out game. I see that you were having trouble getting that slippery Sideshow Bob to show up in your game. Fear not! Our wonderful expert, Leslie, has captured that fiend and added him to your Springfield.

He should now show up in your town as Bob Terwilliger and have an ! over his head for his quest that is waiting to be done.

If for some reason he doesn't show up for you, please log completely out of your account and let us know that he isn't showing up for you. We will get this back up to Leslie for her to fix again. Please note, if we need to do this, she has asked that you not log in again until she fixes it and lets us know it has been done.

Hopefully, all will be well with your town and you will be able to get Bob Terwilliger questing along with your other characters. Leslie has also added 50 donuts to your account as a small compensation for this taking so long to get fixed for your account. You should see those as soon as you log in again. I would recommend that you make sure your Donut Confirm Spend tool is switched on to keep Homer from going after those fresh donuts.
