They all came to me, not directly but in the general area. Didn't have to look far :)

Well now it's even worse. The siren went off in both my towns and I haven't seen a single Fed yet!

Oh, and I have 1 short section of street in the north-east section of my towns, and the Squidport in the south-west, and I've seen Feds running around in both areas.

Aha! The Feds are invisible! That's why it's so hard to find them!

Seriously, the siren went off in both my towns, but I couldn't find any Feds. While I was trying to figure out what was going on the siren went off several more times. Still no Feds. I took a look through my neighborhood at my other town and could see Feds running around in my town - though they still weren't visible in the town itself (I'm using 2 devices).

But when I returned to my second town... Tada! Feds. So I went to Krustland and returned in my primary town... Feds!

That's why we're having so much trouble finding them. They're invisible!
