Never had any crashing issues except when visiting neighbors with too many decorations.
My Springfield has every building (including every premium) and everything is decorated, but I've gone easy on the trees and plants and not built up any 3D hills or done any labyrinths. Still have quite a bit of property to buy, but see no need to buy more until more buildings become available in future updates.
I think most crashy towns are crashing because of player over-decorating enthusiasm rather than an inherent bug in the game.
Moderation has its virtues. I started playing before Halloween, and just completed my Smithers tasks today, so progressing at a pace and not over-doing it seems to be a winning formula.
