Springfield re-design
Redesign does not mean spending money (but it helps). Just placing existing thing in more pleasing or creative manner is all that is required

I'm in the same boat as you - i just bought the swat van (yaaay) and i dont have any money either.
However, theres a few thing you can do.
Have you created a panorama about your city yet? Those are a big help for redesigning and redesign ideas.
Change one block at a time. Move things around just little by little until you get a feeling of what you want to do. :)
If you do have a panorama, post it here so people can give you ideas and feedback. Thats what I did and i got a lot of good ideas!
