I have three towns (town A, town B and town C) this led me to the following conclusion (I don't have random data beyond that random towns kept being very high ranked so I haven't tried them, will update in 3 hours 30 minutes)
Basically, it's better to win the battles and using the random town function kept taking me to 5 star towns so it's better to battle neighbors (unless the payouts for randoms is better (need another 3 hours to check))
town C still had to win the single player in town game (it keeps getting a tie)
Tie rewards (for a single player game in town 5 tix 40 fingers
with a bonus of 4 tix 20 fingers (town C is a 1star town)
town B battled town A (town B was a 1.5 star town with an extra upgraded player over town A which was also a 1.5 star town)
Town B beat Town A 3-1
reward 10tix/60 fingers
bonus 6tix/25 fingers
(note when I went back into town B, I got a popup of a daily win bonus (it said 1st win of the day) of 75tix/150 fingers)
I then logged into town A to see if there was any benefit gained from the battle
Popup: Defensive Game 1 loss 1tix/1finger (if there was more than one person who battled you you'd see the number of wins losses ties with a total reward)
then I set town A to battle town B (which was stronger because it just upgraded players from the win above, I was expecting a loss)
Result: town A lost 1-3 Reward 2 tix/30fingers bonus 6tix/25fingers (the defensive win for town B was 3tix/4 fingers so basically offensive player gets more rewards from the battle regardless of win or loss
then I got a popup from Flanders that asked if I wanted revenge. It took me to a submenu of the game (tapball icon>scroll down the menu on the left hand side until you get the scoreboard graphic (it has an orange card with a number and a blue card)). tapping that lets you choose a rematch (I don't know if this shows you neighbors who visited you or people you've battled earlier in the day, I also don't know if there's a limit to the number of towns you can see in career stats.
tldr- need data on random town battled (will try at 3pm eastern) but for right now:
battle neighbors simply because you can choose someone who has fewer stars than you (this makes it more likely you'll win and helps out the players who have lower level towns with a couple of loss tickets, people with higher level towns can already get lots of tickets from battling people so I'm not too worried about them missing 1-3 tickets)
if the random battle payouts are better this strategy might change (will update with more numbers later
