There’s not much strategy involved in TSTO, but the category specified in the OP was strategy/simulation and city building games are definitely thought of as one type of simulation game.

Tapped Out is probably the number one town builder on the market in my opinion. Or it is above family guy and futurama at least as a fact. Futurama really died off.
