Suppose I let you pick your score for the round out of two bags. If you pick the first bag always gives you 1600 points. If you pick the second bag you have a 50/50 chance of getting 1400 points or 1800 points.
You would definitely want to wait to see your opponents score first. If they score 1700 points you aren’t taking the automatic 1600 points. If they score 1500 points you would pick the first bag every time.
Pretending there is no benefit to knowing your opponents score before you pick the bag is a joke, even if on average the bags give out the same amount of points.
Let's assume that you are correct, that waiting gives a "huge advantage," (I disagree with the premise, fwiw), you seem to be ignoring the fact that a large portion of the playerbase simply cannot attack for the first several hours of any given attack phase. Why do you want to give an advantage based on geography?
