There should be one in Other Springfield so you can complete the quest.

no, it is not related to these 2 points.
I was in the same situation, and I have seen (and hit!) some UFO.
now I have bought the raygun just to get 3 extra ammo per day, because from the UFO you will get really nice prizes, up to 30 donuts! (and of course, Kodos), and I have unlocked Mr Teeny only yesterday.
