Had to vote Duffman, since it was a Dr Hibbert glitch that kept my hospital locked even after 4 times through level 41 & 42 before EA forced it.

Wow this is a hard one... Hibbert for story content and Duffman for swagger! I abstain.

I voted for Duffman since I believe he has more outdoor tasks then any other character in the game (even though some of them are the same task performed in different locations).
