1 of 7. Louie, Squeaky Voiced Teen, Comic Book Guy, Mr. Burns, Number 1, Lisa, and Grandpa can generate lattes. You can technically argue that SVT can be "free" as most will drop 30 donuts or get him free from the Mystery Box. Number 1 was likely free as well, as I would think many players got him free during the Stonecutters event, and/or purchased him when the Stonecutters went all premium.

People are still working on this? I completed this during the first few days the Casino event went live. Only setting tasks like 3-4 times a day (sometimes only twice).
