How do you mean massive shortfall though? As far as I can see, it should be fairly easy to get all of the act 1 prizes, as long as the chip total for the last couple isn't ridiculously high...?
I've done some Maths, trying to work out the maximum amount of chips, based on tapping gamblers twice or three times a day, sending characters to Burns' Casino as many times as possible, chips from the story, and visiting neighbours, and it comes to 66,900. We need 101,00 odd for all the prizes.

1) I'm now 90% sure it's 6 hours to a full Springfield.
2) The max I'm 99% certain is 60, and based on how long it takes me to find them all, there appears to be a bank again.
3) That I'm 100% sure I'm totally in the dark about!
