Tourist infected with the Flu..
Don't get zapped by the Tourist Information Center. You have to use the Osaka Flu menu or Reward Center to find them.

Each flu cloud will infect a tourist every four hours, these tourists are independent of the tourists that spawn every three minutes, so clearing one type has no effect on the other
