- I was just thinking this same thing since the update for progress indicator in the census. I really want the progress indicators and I am shocked they didn't have that. Since when interacting with other buildings you get that very thing. Except I don't think a stop button in the census is the correct place for it. I think the stop button would work best when interacting with the character. That being what is presented to us when we click goto. And the stop button should be on the left side of the progress indicator so that there is no accidental tap on it instead of the other button and vice versa.

It was also, although a bit more complicated, suggested in that very relevant 'Twelve Tiny Tweaks' thread.
Maybe Neglecterino's Q Factor will bring this to EA's attention more effectively.
I still think the 12 tweaks thread should be stickied, if not bumped regularly in case any EA employees might accidentally read it on a lunch break. :) - I really like the idea of the timer added to the town census. I think the quarters are a little tight there though for either a stop or speed up for donuts button.

I don't particularly need to know how much time is left, but if I'm really curious I can already use the "go to" to find out. - Very much needed since it's impossible to store Homer and Lisa

The other info would be good to. But I would love a stop - You can cancel tasks in EA's Sims Freeplay without it costing a premium currency, I see no reason why they couldn't implement the same for TSTO.
Cancelling wouldn't be completely "free" either, as you would lose the time that character already invested into the task you are cancelling and/or the in-game cash you used to start the case (in the case of things like Channel 6, KBBL, Drive-In, Moonbounce, etc.)
No need to get rid of speed up option either. You can pay donuts, complete the task and get the payout, or cancel for "free" and get nothing. Most I see occurring is people restricting the spending donuts to speed up a task to when the character task they want to clear is part of an ongoing quest they want to clear [i.e. when Homer needed to be free to trigger umpteen things during Halloween, it may have been worth spending donuts to speed up the task, rather than to cancel it for free and lose progress on the task he was performing).
TL;DR: OP's idea is a good one, and it wouldn't kill EA to give us the choice to cancel a task for lost progress, or speed up a task for donuts by offering both options.
