Town design tips

I'm going to nuke soon myself and my plan is to set up districts or blocks of land, like houses, various shopping centers and themed areas. The thought terrifies me. I have a lot of areas I really like but most of my Springfield is just a hot mess.
I really like the suggestion of laying out all the track first and building around that.
