I thought this was supposed to be a new character. I always assumed it should have been a skin for Mr Burns. So it is confirmed to be just a skin then?

Mr Burns has the best skins imo.

I know that it's really Mr. Burns but because he has so many other amazing jobs this needs to be it's own character.

Is there a quest line that has to be completed with UBO? I don't know why as it seems like this event should be easier than the last one, but even after all my hoarding and tapping I am barely going to get UBO either the night before or the morning of the last day so I don't think I would have enough time to complete a quest before the Halloween event ends.
