It's a skin for Mr. Burns. (I almost called EA when I bought the Film Set with McBain and couldn't find McBain in my town. v:) )

Locate Mr. Burns and click on him if he is free, if not store the control building to free him up and check to see if he has the skin...and if he doesn't have the skin contact EA right away.
