Unknown 'Frink" message when cleaning

I was wondering if anyone else has had this experience or if anyone knows why this is happening?

    I get it too. Only over City Hall though. I also have seen "ghosts" but not for awhile. This was after the holloween update had ended.

    It's from when Other Springfield visits?
    Eh, it's free graffiti. I don't think real neighbors have anything to do with it. Meaning I don't think it's something that they have tapped.
