It's probably because it needs an app store update- Washington statue gives muchos XP.
Sadly, it looks like the flags and the fireworks which are locked are the same as we got last year. Still, it's good for people who were not around last year. - Wow the fireworks barge does nothing! It does sit out in the water though but no KABOOM!! It fizzles out!
