Probably because he'll be part of a bundle later on in the event. That's usually what happens when they're going to make bundles for events from things that are already available.

Takes me quite a while to save up donuts and I cannot find him. Looked in characters and businesses. Nothing.

This EXACT same thing happened to me today. I was finally going to grab him and I couldn't find him anywhere.
