I don't have Otto, so I don't know about him, but I'm having the same problem with grampa and sometimes Lisa.mit doesn't bother me too much because I don't want to play constantly so sometimes I just ...

I had this problem too.
I have no road outside.
Allowing the characters complete their "task completed animation" completely solved it for me. Thanks guys!
This! This is what I was trying to say!! It's so simple, why wasn't my message getting across?! Argh!!!!!
Annette, no I'm not using the character finder at all, I've not mentioned it once, it's odd that's what people keep thinking I'm saying. I'd like to be able to do as you do, but I'm going too fast, as it seems Wildminion is doing, and when we've assigned everybody the task, Otto is still doing his, as Wildminion put it, "task completed animation", because his, like Grandpa Abe and Legs (who I think is being muddled for Louie in this thread) are longer than everybody else's. This disrupts something about the character, and delays them knowing they've been assigned a task, so they go walkies, before suddenly realising they've been assigned a task.
I hope this finally makes sense!! :)
Okay, thanks. We are definitely having different things happen to us. I feel lucky!
I'm not even getting them all the way out of the building, so there's no task animation to wait for. I see a couple start to emerge, (Homer and Lovejoy, with others in a blur stacked behind them) By then, ive done my double taps on the chairs and the popup obscures the front of the building. By the time I finish my assigning, all I see is Luigi and Lovejoy backing into the building together.
You must be getting hung up needing to wait while watching them exit the building before the green chair responds to you. One of us has a glitch going on. If it's me, I'm fortunate for sure!!!
BTW, mine works exactly the same way on all 6 of my buildings. ...
If I were you, I'd ask about it. It would drive me nuts. :(

I don't think anyone's having problems understanding your method, it's just that either A) they have an alternate method they feel works as well or better, or B) it's not working quite as well for them as for you. It's B in my case. My method during an intense session of max collecting was doing exactly what Annette recommends: tap-taptap- taptaptaptaptaptap. But her results and mine were at odds-- Otto, even though he's on top of the list, would go wandering off. Tapping everyone else first, as someone above recommended, required more effort and attention than I wanted to expend during such a session. Your method of waiting a beat or two works better for me, but it allows more characters to wander-- not as far, but it does add to the time. My (and Annette's) original method works just fine at the Body Works, Phar-mer John's, IoT, and the theater. I'm experimenting with building placement with mixed results, but for now have settled on banishing Otto from Shøp, and using your method at the coffee shop. Thank you one and all for your suggestions and assistance!
