Everyone playing at the time would have got the Cool Brown House, but only premium players would have gotten the billboard.
Edit: oh, you said Mapple Store...well, my theory still stands, as that building was originally free during Christmas event 2012.
Yep, I agree, I've seen about 1 or 2 people with that Billboard in all my time of playing this game! :-)
