Easy way just make sure everyone is free and you will be prompted :)

If anyone runs into this, I had to put the Itchy & Scratchy store in storage and then place it again for the Captain to prompt Pt. 6 to start. He had been task free for a while so it was definitely the storage that prompted it for me.
