Most likely because these events are planned months in advance, and he wasn't established as a character by the time this event's planning began.

The episode he appeared in is several years old.

Yeah dude, but he wasn't in the game until a few months before. Not sure how else to explain

Maybe they'll add a task during takedown. :)

That's what I want to know!

I usually keep him on that task to avoid sending him on his 4 hour flying task. It would've been nice if he actually earned fossils for this event.

I don't get it. If they are planned months in advance then they planned destination Springfield months before it started and presumably months before planning this one. So they knew Norbert was going to be a character months before this event started and probably before this one was finished being planned.

I just think it would be fun to have something else to do with that stuff.

If you could throw all that curved track from the Rail Yard into the dig, then have it transform into donuts... and/or straight track :D

The only problem with using the dig site as a land fill with all the junk we've got in storage we'd probably end up all having to move our Springfields down the road a few miles like they did in the episode, actually there's an idea for an event based around emptying our inventory of junk and once you reach a specified amount your Springfield pretends to move a few miles.
