Why are people against graffiti?

I have maybe 5 training walls, but I keep my criminals in prison most of the time. Events is when I lose stars because the criminals may have other event tasks to do. I love the grafitti in my town. I am also playing the glitch. The last time I asked for new neighbors I discolosed that information.
