It's a 2D game and was designed with just the two drawn rotations.
They could do four sides but the game would require more space & memory (if you have multiple of the same building at different facings, the two facings have to be loaded at the same time).
Also, the amount of time and money would also increase because all of the assets would need more design/artwork/playtesting.
