3 things of note here -
It needs to go to the email, or as SMS to the registered phone number, belonging to the game account.
It is only valid for 10 minutes. If the code is delayed or you take too long to get and use it then it won't work.
Copy and paste can add a rogue space or other problems, always type it.
It is also of note sometimes the servers mess up and hitting Verify a second time right away solves it.
