There's no need to restrict Time Trialers from alternative conditions, since all they're doing is choosing non-optimal settings anyway. Those who do run Time Trials would really like to be able to switch from morning to dusk, or wet overcast to wet light rain, and so on.
And yes, I think there needs to be a "Snow" table added to the leaderboards. Just open up all the options to Time Trial, and record Dry, Wet, AND Snow. I'm sure they can spare the extra database tables.
Dirt Rally 1 actually supported unrestricted Time Trial options.
Dirt Rally 2.0 actually still had separate leaderboards for all non-Time-Trial runs, so you could do your Argentia in heavy rain at night and still be on those leaderboards at least.
WRC has removed both those flexibilities. There is now zero way to drive Monte Carlo on ice, for example, and have your time recorded anywhere.
