Adjustable ballast to balance cars

Some of the cars are a bit stronger than others which is fine, however some are so strong that you must always drive them to be competitive. This decreases the experienced variety in clubs and multiplayer.

Increasing weight makes the car slower everywhere. Having adjustable ballast to increase vehicle weight would be easy and understandable way to adjust balance in the game. It could be fairly simple to implement in unreal. Ballast should be an option in multiplayer and clubs while creating a championship.

Each rally would need its own setting. Since we have gaps in performance, we might need very large ballasts. I think we should be able to set the ballasts for each car manually in addition to autoballast option.

Autoballast could work for example by getting top time trial scores and comparing gaps and checking if some cars are over represented. With some logic it should decide how large ballast to set for each car. It is not, and it does not need to be an accurate way to balance cars since we would have manual setting. However it would be close enough to make gaps in performance smaller in addition to being quick and easy for the user.
