Can't log-in / QR Barcode

I am on series x. I have been trying for weeks to access clubs and multiplayer. its asking me to login on website or scan qr barcode, i have done these countless times, to no avail, aint happening. 

I uninstalled the game and reinstalled it, plus dlc i have. Still the same issues.  Tried a hard reset of my series x. Nothing. I checked xbox servers, fine, your servers say there fine. But cant connect to them. 

Whats happening with it? And when will it be fixed?

Still cant connect to clubs or multilayer, been that way for 2 weeks now. Disappointed
