Performance degradation at the end of every stage on Radeon GPUs

bumping this since it's still a big problem as of version 1.8 and effectively breaks VR, limiting affected systems to ultra low settings in an attempt to maintain consistency nearing the end of stages.

It does appear to be just about every stage and game mode, though some stages it starts earlier, say in 2nd last sector, others right near the end of final sector.
