Same thing happens on PS5 in Quick play.
2 Long stages in Monte.
I set a time of 16:45 on Stage 1 and win the stage
I set a time of 11:49 on stage 2 and finish the stage in 9th.
The Stage 2 winner has a time of 11:15
In the overall standings, I finish 11th overall with a time of 28:35, while all AI that finish above me have overall times only taking stage 2 into account, and not including times from Stage 1.
AI difficulty was set to 100%, and Power Stage points were active.

*After seeing other posts talking about the same issue, perhaps it has something to do with the player winning prior stages, and not winning the stage the issue occurs on?
On mine it was like the Ai missed a load of stages, I had done about 50 minutes of stages and they had only done 13 minutes
