The first time I launched 1.7.0 it was set to Windowed mode, even if it didn't look like that (borderless if anything), but it was still possible to switch between windowed/borderless/fs. Then FS was permanently retained after selecting it, no matter where the menu was accessed from later.
Might have had to to with the new VR entries that are written over the settings inis, requiring new internal display settings, but something went wrong on your system.
Maybe take some screenshots of your current settings, and then go to the save management menu section and do a Reset Options and Extras, exit game and reenter, and see if there's any change. If it still fails, try also the reset option on the Basic Graphics menu after the prior reset.
As a last resort to fully reset user inis, exit game, delete(+backup) everything on C:\Users\<user>\AppData\Local\WRC\Saved\Config\WindowsNoEditor , then on first game run do a Reset Options and Extras again (else, the new scalabitlity.ini won't be properly set up), reset Basic menu too, relaunch and see if there's any change. I discovered that using the in game option to reset to default settings has changed the window mode to full screen, for me at least. However the option is still greyed out. I believe this is still a bug that needs to be investigated because the mode cannot be changed in game by the end user.
