Chase Cam Performance Issue

Summarize your bug (First of all thank you very much for your work improving performance in other camera views over previous patches) Poor chase cam performance across every location especially with headlights on and in village sections
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? Choose chase cam, use vrr display, try any longest stage of any location and watch the inconsistent frame pacing create stutter and tearing. Especially in villages, sunset time of day, with headlights on
What happens when the bug occurs? Frame drops, screen tearing, visible stutter, lack of smooth motion
What do you expect to see? Smooth motion. Consistent frame rate within vrr window (maybe enabling 120hz mode full vrr implementation on ps5 could help expand that window). Less frame drops. No stutter. Similar performance in chase mode to other camera options
