Yes, when the car stops the engine switches off if the clutch is not pressed.
This behavior is correct, you must enter the water with a certain speed, braking before the water, and accelerating when entering to raise the nose of the car, as explained in the driving school lessons.
However, when the car stops in the middle of water, it should start again without any problems. The impact with the water is strong, but depends on the speed of the car. When the car starts from rest, the force of the water should be almost non-existent, this behavior is not correct.

But in my case the engine stalls even if i drive through the water fast at full throttle. If the game is simulating water going into engine intake, why depressing clutch pedal magically prevents it from stalling. If everything it should just stall more easily if engine is at idle rpm when hitting water. This behaviour just doesn't make sense to me.
