Yes, you are right. Increasing Anti-Aliasing to High actually reduced the sparkles a lot and didn't even cost me a lot of FPS on my setup (~ -10 FPS).
Also reducing Anisotroping filtering to x2 helped to reduce the effect even further.
Oppositely Upscalers like FSR or even temporal cause more artifacts on the road and they also don't boost FPS a lot (also ~ +10 FPS) no difference what setup you select.
So, the issue is still there and some optimization is needed.
Also, for those who are interested on my setup these are the Advanced setting that really impact the performance on RX 6800 XT
Shadows - not very much but visible. Reduced them to high.
Crowd - reduced to high. Traditional for CM games. In DR 2.0 it was also a performance killer.
Car reflections - reduced to high. Though doesn't actually cause a lot of issues, as car become dirty very fast and don't reflect anything.
Mirrors - reduced to medium. Strangely have lot of impact even when you don't see the mirrors.
Shaders - Reducing from Ultra to High actually gave a lot of performance.
All the rest set to Ultra and got stable 60-80 FPS at 2K even in bad weather conditions.
