flickering lighting glitch

How often does the bug occur? Rarely (0% - 9%)
Steps: How can we find the bug ourselves? See attached video which includes two back-to-back occurrences: the first, as the 3 right is entered and the second occurrence just as the co-driver says "square right". This has also occurred in other locations. Speculation follows, but this seems to occur when the sun is at a low angle (ie. sunset, dawn) and objects that would occlude the light source (sun) have not yet rendered. Then when those objects render late the light goes away since they now occlude the sun.
What happens when the bug occurs? Light is not visible, then is visible and then is no longer visible, flickering light.
What do you expect to see? consistent lighting
Attached video shows two brief occurrences of this but I have seen the issue in other locations. IIRC I have also experienced this in Chile, but did not document.
Bug frequency is listed as rarely since it does not occur in many scenarios, but the bug can be consistently reproduced.
