Fps capped at 60 fps

hi i install last driver, but ingame the counter sign 60fpc but the game it's like crapped to 30fps dirt 2.0 it's too better, where is the problem? only this game make me this problem

Same here with RTX3080. Also the game is lagging badly and I can't select the Display mode (it stays grayed out).

3070 having this issue as well, GPU load 50% on my current graphic settings, Vsync off, 144 hz monitor, Windows is detecting it as 144hz monitor (F1 23 runs fine on the same screen), Nvidia Control panel defaults reset so there is no background FPS cap controlled there but I am still capped at 60fps.
