FPS issues, RTX3080

The graphics card is an Asus RTX 3080OC, and the CPU is an Intel 10600K.
I'm experiencing severe issues in the game with FPS, ranging between 52-60.
I can’t improve it with any settings, and the game is stuttering.

Initially, the game didn't even allow me to select a 5120x1440 resolution, and it wasn't available in the in-game menu.
After a while, I tinkered with the Display mode, and I was able to choose the correct resolution.
However, after that, the Display mode stopped working entirely.

I've tried both Ultra low and High settings, but the FPS remains consistently at 52-60. I've also tried without v-sync. I've updated the graphics card drivers, and so on.

The game is practically unplayable!

    @jiivee70 are any of your CPU cores running at 100%?
    On 3440x1440p my 3080 gets 185fps on ultralow preset, 140fps on mid, 123fps on high and 104fps on ultra.
    That's with DLSS quality which actually looks better than native to me, plus gives about 20% more frame rate.

    That's with a 5800x3d tho

    (Basic settings are anisotropic on x16 and AA epic as dropping these showed zero impact on frame rate)

    I haven't checked the processor running. How can I see it best?

    For me, there is less stuttering with the DLSS + Quality setting as well.

    It's just strange that no graphics settings improve the FPS, not even if set to ultra low.

    I'm already considering uninstalling the entire game…

    Hwinfo64 or msi afterburner should tell you your CPU usage.

    If any one core is pegged at 100 then doesn't matter what you do on the graphics side your cpu just can't feed the gpu any quicker

    CPU usage 27%
    GPU usage 64%
    FPS 63

    99% FPS 53

    I have performance issues on a RTX3070, i manage to improve things by using HIGH settings instead of ULTRA but the game overall doesn't look good and STUTTERS.. I play at 1080p, is this normal?, or this is likely because of bad optimization?
